Energy Initiatives and Partnerships
Program in Brief
The energy initiatives and programmes provide the basis for a continuous coordination effort spearheaded by African stakeholders that will help make development cooperation on energy in Africa. Coordination of global, regional and national energy initiatives presents a challenge to both African and European countries, as they seek to deploy their efforts to achieve SDG7 in the most effective way. Measuring and communicating the results of African and European contributions to African energy (infrastructure) development is an essential prerequisite for such coordination – and need to be based on reliable, transparent data and statistics for tracking and reporting.
Investments in the energy sector are being prioritized as a precondition to sustainable development by many African governments, regional organizations as well as the international donor community. As a result, numerous initiatives have been organised with the common goal of bolstering and supporting the continent in reaching a sustainable energy future. The increasing number of initiatives also leads to a greater need for coordination. As a minimum, information about who is doing what must be available to highlight opportunities, synergies and overlap within Africa’s energy sector.
The Mapping and Monitoring of Energy Initiatives and Programmes in Africa (MMEIPA) has been undertaken in the context of the Africa-EU Energy Partnership (AEEP) in collaboration with the African Energy Commission (AFREC) and with the involvement and support of numerous development partners. The African Union Commission (AUC) is offering political leadership, with input from the Sustainable Energy for All (SE4All) Africa Hub based at the African Development Bank (AfDB). Other key stakeholders including the European Union Commission, IRENA, UNEP, the World Bank, among others, have expressed their support and active contribution.
The mapping and monitoring focus area include:
- Mapping and monitoring of energy initiatives and programmes
- Assessing and documenting partners contributions to SDGs
- The measuring and communicating EU/AU contributions
- Systematic knowledge exchange and guidance
- Knowledge facilitation and Capacity building
- National Determinant Support (NDC) to Member States
The Africa-EU Energy Partnership (AEEP)
The Africa-EU Energy Partnership (AEEP) was launched by African and European Heads of State in 2007 at the AU-EU Summit in Lisbon, Portugal. A central partnership of the Joint Africa-EU Strategy, the AEEP is the key political platform through which both continents work together on energy. The overall aim of the AEEP is to facilitate the achievement of universal access to affordable, sustainable and modern energy services in Africa, including in rural areas, as a necessity and as a pre-requisite to generating inclusive development and jobs.
The work of the Africa-EU Energy Partnership is guided by its Steering Group, currently comprised of the African Union Commission, Common Market for Eastern and Southern Africa, Egypt, the European Commission, Germany and Italy. The AEEP Secretariat implements the day-to-day work of the Partnership, and is hosted by GIZ. The AEEP is financed by the European Commission and Germany.
