Terms of Reference (ToR) Individual Service Contractor

This is a National Service Consultant contract position.

This position is located in the Executive Directors’ Office and the consultant will report to the Head of Energy Information Systems and Statistics


1. Introduction and background

The African Energy Commission (AFREC) is a Specialized Technical Agency of the African Union (AU) under the African Union Commission (AUC) which was created by the African Heads of States and Governments’ Decision in 2001 at the 37th Summit of the Organization of African Unity (OAU) and officially launched by the African Union Ministers in charge of Energy in 2008 in Algiers, Algeria.

As part of the establishment of a Continental Database on Energy Statistics and also the African Energy Information System (AEIS), AFREC has developed 4 questionnaires in 2019. These are: “Energy Balance Questionnaire”; “Energy Efficiency Questionnaire”, “Energy Prices and Taxes Questionnaire”; and “Questionnaire on Power Plant Capacity”. AFREC collects data each year from African Union Member States using these 4 questionnaires through National Focal points.

In its effort to strengthen the capacities of National Focal Points in completing the 4 questionnaires for 55 African Union Member States, AFREC is interested to hire local Consultant who will assist team of Division of Energy Information System and Statistics of AFREC to collect the Energy Data from 55 AU Member States, and also to assist to manage the Website and Social Media of AFREC.

2. Objective

The overall objective of this local consultancy is to provide Daily Assistance to Division of Energy Information System and Statistics of AFREC to follow up with National Focal points and collect the Data on Energy Statistics based on the 4 Questionnaires.

3. Specific Tasks

The local consultant will assist to:

  • follow up with National Focal points and Collect the Data on Energy Statistics from 55 African Union Member States;
  • Follow up in daily basis with national focal points of 55 African Member countries on completion of AFREC questionnaires
  • Assist managing the Website of AFREC;
  • Update on regular basic the Social Media Network of AFREC;
  • Update the AFREC Database and Data Visualization Tools;
  • Support in organizing workshops, capacity building and seminars for National focal points on AEIS.  

4. Deliverables and deadlines

Considering the aforementioned, the local consultant is expected to submit Monthly Report on the above-mentioned tasks.  

5. Qualifications and Experience

Must have:

  1. Master’s degree in either IT, Statistics, Economics, or any other related field from a recognized University;
  2. Have strong knowledge on Statistics and experience on Energy Statistics is preferable;

6. Competencies and skills

  1. Experience in the usage of computers and office software packages (MS Word, Excel, PowerPoint, etc.);
  2. Must have knowledge of statistics, energy information system, IT, energy statistics, energy policies, data collection and validation, software packages and Project Management software
  3. Good interpersonal and communication skills;
  4. Ability to work in a multi-cultural environment; and
  5. Excellent speaking and writing in English; speaking other AUC working language is an add advantage.

7. Selection criteria

The Candidates will be evaluated based on the criteria provide in Job description such as: General Education, Qualification and General training; Experience relevant to the Assignment; Methodology and Understanding of the assignment and AU languages.

Evaluation Criteria

General experience, 10%:- Use the general experience indicated in the ToR

Specific experience 50%:- Use the Specific experience indicated in the ToR

Qualifications 30 %:- Use the qualification indicated in the ToR

Language – 10 %

Remuneration package: US$1500.00 (inclusive of insurance and all costs)

  2. Two page updated and signed Resume (clearly indicating experience and achievements) including three (3) professional referees.
  3. Certified Copy/ies of Qualifications,  transcripts and Identity Document
  4. A portfolio or link to previous work done if available.
